Why anonymous complaints are not taken by the Government?

You cannot lodge a complaint to any of the Government Department anonymously these days.

This is stupid.

Then why did the Police advertise, "We shall give Rs...........to the informer and the identity of the informer shall be kept secret?"

It means Government understands the value of keeping the identity of the informer anonymous. Then why the heck they insist on disclosing the complainant's identity? Even the Kings used to go in the public hiding their identity to know the real problems of their state.
